Foreign ministers discussed global governance, regional security and economic integration during the April meeting in Brazil.
On April 28 and 29, 2025, Rio de Janeiro hosted the BRICS Ministerial Meeting, bringing together Brazil, Russia, India, China, South Africa and the bloc’s new members: Egypt, Ethiopia, Iran, the United Arab Emirates and Saudi Arabia.
The meeting marked strategic progress in international trade, geopolitical security and global governance, with a strong focus on multilateralism, sustainable development and the use of local currencies.
The next BRICS Leaders’ Summit, scheduled for July 2025 in Rio, will define the foundations of the 2026–2030 Action Plan, expected to prioritize digital trade, infrastructure and technology. Concrete goals will be set under Brazil’s presidency, with emphasis on Global South cooperation and sustainable governance.
Key outcomes of the 2025 BRICS Ministerial Meeting
1. Integration of new members
The meeting reaffirmed the commitment to fully integrate the bloc’s new members, with emphasis on:
- A local currency payment system
- Expansion of the NDB (New Development Bank) to finance projects in AED (dirham), SAR (riyal) and EGP (Egyptian pound)
- Reduction of customs barriers between member countries
2. Reform of global governance institutions
- Support for increased representation at the IMF and UN
- Criticism of the dollar monopoly in the global financial system
- Launch of the BRICS Data Platform to monitor financial flows and resist unilateral sanctions
3. Security and international geopolitics
- Conflicts in Ukraine and the Middle East: China and Russia backed BRICS-led mediation, while Brazil and India proposed a contact group for peace talks
- Counterterrorism: unanimous condemnation with focus on tracking crypto-financing
4. Green economy and technological innovation
- Creation of the BRICS Clean Energy Fund, with an initial US$10 billion contribution (mainly from China and Saudi Arabia)
- Launch of an Artificial Intelligence Research Center headquartered in South Africa
5. Culture, mobility and exchange
- Visa facilitation for scholars and entrepreneurs from BRICS countries
- Confirmation of the 2026 BRICS Film Festival, to be held in Egypt and focused on co-productions and streaming platforms
