{"id":4629,"date":"2026-05-24T15:43:09","date_gmt":"2026-05-24T18:43:09","guid":{"rendered":"https:\/\/bricsbrasil.com.br\/?p=4629"},"modified":"2026-05-24T15:59:12","modified_gmt":"2026-05-24T18:59:12","slug":"brazil-advances-plan-for-critical-and-strategic-minerals","status":"publish","type":"post","link":"https:\/\/bricsbrasil.com.br\/en\/brazil-advances-plan-for-critical-and-strategic-minerals\/","title":{"rendered":"Brazil advances plan for critical and strategic minerals"},"content":{"rendered":"<h2><span style=\"color: #33cccc;\"><strong>Working group has 90 days to propose program turning mineral wealth into technology, industry and sustainable development.<\/strong><\/span><\/h2>\n<p>This month, the Brazilian government established a working group named <a href=\"https:\/\/www.gov.br\/mcti\/pt-br\/acompanhe-o-mcti\/noticias\/2026\/05\/mcti-lanca-gt-para-transformar-riqueza-mineral-em-tecnologia-industria-e-desenvolvimento-sustentavel\" target=\"_blank\" rel=\"noopener\">GT Soberania Tecnol\u00f3gica Nacional \u2013 Inova\u00e7\u00e3o para o Setor Mineral<\/a>\u00a0(<em>National Technological Sovereignty Working Group \u2013 Innovation for the Mineral Sector<\/em>). Linked to the Ministry of Science, Technology and Innovation (MCTI), the group is responsible for drafting the proposal for the<strong> Inova+Mineral Program<\/strong>.<\/p>\n<p>It comprises five institutions:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.finep.gov.br\" target=\"_blank\" rel=\"noopener\">Finep<\/a> (Brazilian Funding Authority for Studies and Projects)<\/li>\n<li><a href=\"http:\/\/portal-adm.cnpq.br\/web\/guest\/pagina-inicial\" target=\"_blank\" rel=\"noopener\">CNPq<\/a> (National Council for Scientific and Technological Development)<\/li>\n<li><a href=\"https:\/\/embrapii.org.br\" target=\"_blank\" rel=\"noopener\">Embrapii<\/a> (Brazilian Company for Industrial Research and Innovation)<\/li>\n<li><a href=\"https:\/\/www.gov.br\/cetem\/pt-br\" target=\"_blank\" rel=\"noopener\">Cetem<\/a> (Center for Mineral Technology)<\/li>\n<li><a href=\"https:\/\/www.cgee.org.br\/en\/home\" target=\"_blank\" rel=\"noopener\">CGEE<\/a> (Center for Management and Strategic Studies)<\/li>\n<\/ul>\n<h3><span style=\"color: #008080;\"><strong>The ABCs of Minerals<\/strong><\/span><\/h3>\n<p>Before proceeding, it is worth clarifying some terms that often cause confusion. The expression &#8220;<strong>critical and strategic minerals<\/strong>\u201d serves as an umbrella term for several materials essential to the modern economy:<\/p>\n<ul>\n<li>Critical minerals = high risk of supply shortages (few countries dominate global production).<\/li>\n<li>Strategic minerals = vital for national sovereignty, electric vehicles, electronics, defense and high-tech industries.<\/li>\n<\/ul>\n<p>Within this macro category we find:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Rare earths: 17 different chemical elements, used mainly in renewable energy (wind turbines), electric mobility (electric vehicles), electronics (cell phones, screens, chips), defense (military equipment) and industry.<\/li>\n<li>Lithium: the main ingredient in rechargeable batteries for cell phones, laptops and electric vehicles.<\/li>\n<li>Niobium: Brazil is the world leader; it enhances metal alloys for the aerospace, oil and gas (pipelines) and high-strength construction sectors.<\/li>\n<li>Others (such as graphite, cobalt, nickel, copper, titanium and silicon): each with specific roles in batteries, electronics, electrical wiring, solar panels, medical equipment and many other applications.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\"><span style=\"color: #008080;\"><strong>Together, they represent the raw materials of the 21st century. <\/strong><strong>Mastering their production is one of Brazil\u2019s key national strategies.<\/strong><\/span><\/p>\n<div id=\"attachment_4618\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral.png\"><img fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-4618\" class=\"wp-image-4618 size-medium\" src=\"https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral-500x288.png\" alt=\"\" width=\"500\" height=\"288\" srcset=\"https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral-500x288.png 500w, https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral-1200x692.png 1200w, https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral-300x173.png 300w, https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral-768x443.png 768w, https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral-130x75.png 130w, https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral-480x277.png 480w, https:\/\/bricsbrasil.com.br\/wp-content\/uploads\/2026\/05\/gt-soberania-tecnologica-nacional-inovacao-para-o-setor-mineral.png 1300w\" sizes=\"(max-width:767px) 480px, 500px\" \/><\/a><p id=\"caption-attachment-4618\" class=\"wp-caption-text\"><span style=\"color: #999999;\"><em>Source: Ascom and MCTI (click to enlarge)<\/em><\/span><\/p><\/div>\n<h3><span style=\"color: #008080;\"><strong>Current stage of Brazil<\/strong><\/span><\/h3>\n<p>The country currently occupies the initial stage of the mineral value chain: it exports raw ore and imports high-technology products \u2014 such as magnets, batteries, semiconductors and components for the defense industry.<\/p>\n<p style=\"padding-left: 120px;\"><strong><span style=\"color: #008080;\">\u201cBrazil cannot accept the role of exporting raw ore and importing expensive technology. We have the intelligence, institutions and productive capacity to move forward.\u201d<\/span><\/strong><\/p>\n<p style=\"padding-left: 120px;\"><em><span style=\"color: #008080;\">Luciana Santos \u2013 Minister of Science, Technology and Innovation<\/span><\/em><\/p>\n<p>The creation of the GT therefore represents the decision to move to the next phase: technological mastery, local refining and domestic manufacturing of critical and strategic inputs.<\/p>\n<h3><span style=\"color: #008080;\"><strong>Data, numbers and investments<\/strong><\/span><\/h3>\n<p>Investments are already underway. Between 2023 and 2025, Finep contracted more than 5,300 research, development and innovation (R&amp;D&amp;I) projects. The <strong>total volume reaches R$ 45 billion \u2014 a 235% jump compared to the previous period.<\/strong><\/p>\n<p>For the mineral sector, there is a specific funding line. The <strong>Finep Mais Inova\u00e7\u00e3o Brasil \u2013 Transforma\u00e7\u00e3o Mineral<\/strong> call offers R$ 200 million in non-reimbursable resources for companies. The priorities of the call are divided into two fronts:<\/p>\n<ul>\n<li>Priority minerals: Lithium, copper, nickel, graphite, rare earths, niobium, silicon, cobalt and titanium.<\/li>\n<li>Sustainable technologies:\n<ul>\n<li>Urban mining (recycling of electronic waste)<\/li>\n<li>Decarbonization<\/li>\n<li>Low-emission hydrogen<\/li>\n<li>CO\u2082 capture<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>In addition, Brazil already has 22 <a href=\"http:\/\/inct.cnpq.br\" target=\"_blank\" rel=\"noopener\">National Institutes of Science and Technology (INCTs)<\/a> linked to mining, 58 Embrapii units working on mineral transformation and 96 <a href=\"https:\/\/www.gov.br\/empresas-e-negocios\/pt-br\/portais-desconhecidos\/observatorioapl\/apls-brasileiros\" target=\"_blank\" rel=\"noopener\">Local Productive Arrangements (APLs)<\/a> of mineral base spread across the country.<\/p>\n<h3><span style=\"color: #008080;\"><strong>Next steps<\/strong><\/span><\/h3>\n<p>In the next 90 days (extendable for a similar period), the working group will deliver a concrete program that will:<\/p>\n<ul>\n<li>Map which critical and strategic minerals are priorities for Brazil.<\/li>\n<li>Identify technological bottlenecks (for example, which stages of rare earth refining we still do not master and how to overcome them).<\/li>\n<li>Propose targets for industrial scaling (that is, taking technologies that today exist only in the laboratory to commercial-scale production).<\/li>\n<li>Define training programs for engineers, chemists and technicians specialized in mineral processing.<\/li>\n<li>Create continuous financing mechanisms so that Brazilian companies can develop their own solutions, reducing dependence on imports.<\/li>\n<\/ul>\n<h3><strong><span style=\"color: #008080;\">Conclusion: <\/span><span style=\"color: #008080;\">Brazil\u2019s potential is immense<\/span><\/strong><\/h3>\n<p>Brazil brings together extraordinary conditions on the global stage: it is the world\u2019s second-largest holder of rare earth reserves, leader in niobium and holds a prominent position in graphite and lithium. <strong>The country is now beginning to build the bridge between subsurface wealth and technology<\/strong>.<\/p>\n<p>With record investments, a consolidated scientific base and a working group dedicated exclusively to this leap, the outlook is promising. Inova+Mineral seeks to position Brazil as a supplier of technological and industrial solutions to the world as well \u2014 generating qualified jobs, foreign exchange and sovereignty.<\/p>\n<p>The first step has been taken.
