From July 26 to 28, Serpro (Federal Data Processing Service) attended the World Artificial Intelligence Conference – WAIC 2025 in Shanghai. As the technological arm of the Brazilian state, the company highlighted its leadership in developing large-scale public digital solutions, as reported by Xinhua.
“International AI City” Panel: the Brazilian model becomes a reference
During the smart cities forum, André Agatte, Serpro’s Director of Business, Government and Markets, gave a presentation on “Public AI at national scale: Gov.br and the future of citizen service with security and intelligence”.
The executive highlighted Brazil as a reference in digital transformation grounded in public values, with a focus on scalable, secure and citizen-oriented solutions. As a result, Brazil was cited as a case study in ethical and inclusive AI.
“Win-Win BRICS” Forum: a network with Brazilian DNA is born
At the heart of global cooperation during the “Win-Win BRICS” forum — part of WAIC 2025 — representatives from several countries and international organizations, including Serpro, came together to discuss collaboration in artificial intelligence. On that occasion, the BRICS AI Industry Cooperation Network was launched.
Strategic goals of the network:

💬 Promote dialogue on AI public policies
🤝 Develop joint digital infrastructure projects
Digital sovereignty: Brazil’s visionary proposal
Serpro also contributed to building a structural agenda aimed at BRICS countries. During the event, Rafael Ferreira, Serpro’s Internationalization Manager, delivered the talk “Interoperability for Digital Sovereignty: a BRICS+ vision for shared public infrastructure.”
Representing Serpro in the BRICS technical group, Ferreira emphasized that the main challenge is not imposing a single standard, but rather connecting different national realities through scalable, ethical and inclusive solutions aligned with the values of the Global South.
Brazilian leadership and internationalization
Serpro’s participation in WAIC 2025 aligns with the company’s strategy to expand its international presence, reinforce Brazil’s leadership in AI-based public solutions and consolidate its role as the operator of the Brazilian state’s digital infrastructure.
Serpro’s presence at WAIC 2025 strengthens three key missions:

Under the theme “Global Solidarity in the Age of AI”, WAIC 2025 gathered 1,500 guests from over 30 countries for high-level debates and strategic forums. The event also drew a record in-person audience of 180,000 visitors, not including virtual participants. With an exhibition area of 70,000 m² — the largest in the conference’s history — the mega event:
